In a very narrow vote, the Spanish Congress has passed a new animal welfare bill. The new regulation will include a positive list of pets that are allowed to be sold in pet stores and maintained in private homes. This list though is still under examination. According to experts of the industry, pets like rabbits, guinea pigs, reptiles, rodents, fish and tortoises will probably still be available in pet stores against the big fear of only being able to purchase ornamental fish in pet stores in the future.

As another alteration, only registered breeders are allowed to sell cats, dogs, and ferrets to pet owners. Internet sale is now illegal. There is also new regulation on popular pet adoption. Pet product retailers will even get the opportunity to operate as brokers.
